Third, priority is given to materials and design schemes that are easy to recycle, easy to disassemble, easy to degrade, non-toxic and harmless, or low in toxicity and low in harm, and vigorously promote the production of low-carbon green environmentally friendly consumables. Strictly control the production process of recycled products, reduce resource consumption and waste generation;

Fourth, respect the intellectual property rights of peers, resist the production and sale of counterfeit and shoddy products and infringement of intellectual property rights;

The fifth is to actively carry out independent innovation and research and development, and promote the development of industry and technology together with original manufacturers.

Government department

First, it calls for the establishment of government departments to purchase low-cost quantitative indicators for environmentally-friendly office supplies, and guide the government to purchase cost-effective and environmentally friendly products;

Second, the government supports the development of the environmentally-friendly consumables industry with practical actions, and sets up printing consumables separately in the government procurement catalogue;

Third, in the procurement execution, quality, price, and technology are the main indicators of the bidding documents, and no directional indicators such as “original” or “new” are set;

Fourth, in accordance with the "Government Procurement Law" requires priority procurement of environmentally friendly consumables, priority to purchase consumables with patent innovation;

The fifth is to promote the existing mature experience: the procurement of printers and consumables in government procurement activities, the establishment of consumables compatibility indicators for printers in printer bidding, does not exclude the use of general consumables.
